Ah you've reminded me of someone for weeks but i couldn't put my finger on who it was.. then out of nowhere it came to me
Google search 'Rooster Hannigan'..
its a character from the film Annie.. he is Miss Hannigans brother.

Having never stooped so low as to watch such slush, I've resorted to Google, which tells me:
Rooster Hannigan is the secondary antagonist and Miss Hannigan's brother in Annie.
Plot
Rooster tries to steal money from Oliver Warbucks by dressing up like Annie's fake father along with Lily dressed up as Annie's fake mother. He later wants to kill Annie along with Miss Hannigan but Lily, the orphans, and F.D.R. stop them and sent him, Miss Hannigan, and Lily to jail in the end."
