Wait until the water drops to it's lowest level and then use a plunger on it, if you don't have a plunger use a mop, it should dislodge the blockage enough so it'll flush properly. |

your ball cock washer needs replacing
you will have the plastic type or the metal plunge type
for now you can lower your ball to see if it stops it rising if not a washer is needed or could be blocked by a piece of dirt
if you have had the water off recently and turned it back on toilets usually get the dirt first as they fill up first |

you can get a plunger from the £ shop, or a couple of quid from wilko.
Every house should have one.
A plumber will charge you around £100 to attend and use a CO2 pressure thingy which does the same job, so try yourself first with a plunger |

Anything that will form an air tight seal will do, nip out and buy a plunger or a cheap mop, tescos or the like should have both. |

I thin I read it wrong
if toilet not flushing down the pan you have a blockage somewhere
if not near your pan you have a main problem could be loads in your soil stack and thats a messy job
sometimes plunging it will work not all times though dont ram the mop head down too hard some have broken the toilet pan before now
that takes some explaining to do |

First thing I'd look at is the outside drainage system. If that's clear,
Try hot water and washing up liquid down the toilet...sounds stupid but 9 times out of 10 it works.
If it's a build up of soluble matter, us a sulphuric acid based cleaner like one shot...

Just get one next time you're in a decent sized supermarket or somewhere like wilko. It doesn't need to be a big one, smaller ones work too! It simply needs to be big enough to seal over the drain at the bottom of the pan.

Wire coat hanger and a kettle of boiling hot water. Wait till water has gone down, throw the hot water down then give the U bend a good rummage |
