I'm not aware of laptops being able to act as a "hotspot" so you will have to wait until you are in a WiFi zone.
It works the other way with most phones though - ie your laptop can go online through your phones internet connection.
Do you have data allowance on your phone? If so and have a 3 or 4 g signal you should be able to connect through that |
