A tinner or someone who is " tinned out" is therefore someone who is off their head, due to the above.

No i'm from the north and as a kid we used to say it to one another

Eg:

Friend one

"Eathys gonna do a wheelie of that ramp"

Friend two

"Bollocks he is...bet he tins out, he's always been a tinner"
