From what I understand it is a person or group that fights against their own recognised government. (From within)

Specifically it first meant from within the same political party, but the word has taken on a wider meaning.

Think of all the people in prison for whistle blowing or revealing government atrocities. These people are classed as insurgents.

They don't have to be, as said above, fighting from within.

They are against the established government of their own country and fight them.

Guerillas, rebels, insurgents , etc ....

Al Quaeda , Mai Mai , Taliban etc....
