From what I understand it is a person or group that fights against their own recognised government. (From within)
Specifically it first meant from within the same political party, but the word has taken on a wider meaning. |

Think of all the people in prison for whistle blowing or revealing government atrocities. These people are classed as insurgents. |

Put simply insurgent = rebel
They don't have to be, as said above, fighting from within.
They are against the established government of their own country and fight them.
Guerillas, rebels, insurgents , etc ....
Al Quaeda , Mai Mai , Taliban etc....
