Even if you turn off accurate location features (like GPS), the device will still make a 'best guess' based on other factors, like nearest mobile mast, etc.
I told my browser not to perv my exact location but it still knows where I am! |

If their mobile who's near is turned off it just shows you the location they have put in with their postcode rather than their current location. |
