I think they look into it, but they need some sort of proof to do anything about it...otherwise false reporting would be rampant.

But I don't actually know the answer as I am not admin.

In our experience - no - so we have stopped reporting them

Not sure about the money thing but I've reported many people used borrowed pics, they're usually taken off.
