My daughter is ten and the way she works people is actually quite scary! But then my nephew is 13 and the way he works people is also quite scary lol If they have the social/psychological/mental skills, anyone can manipulate anyone. I don't think it's a male or female thing, some just seem to do it naturally which is maybe why they are good at it, they don't actually try!

Show me a man who hasn't done the, "I can't work the washing machine!"

Even though he can programme a computer, or take a car to pieces and rebuild it!

Same way women do the, "I am just a weak little woman" act, when they don't want to do the things that are gender-typical to men!
