You need to be verified by someone to be able to verify.

As a non verified member you can't

Ask them to verify you first ( if they are already verified )

You cant yet because you are not verified yourself.

You need to have been verified by meet or cam by someone who is verified (ie have a green tick), then when you have that you can verify others
