Go ask your doctor, get a referral and go from there.

Most will not do them that big for medical reasons however so you might have to look to the states.

There are specialist cosmetic surgery forums if you google you will find some.

That's a huge implant tho you might not be able to go that big straight off depending how much stretch there is in your skin etc.
