got a window that will not open, so I guess the latching system is stuck or broken. So question is if you take out the glass do you have access to the locking system or are they installed from the bottomm of the frame ? |

No need to remove the glass.
The handle mechanism should be screwed in the top and bottom, or side. If its a dual opener (vertical and horizontal) it will be both. They're a pain to fix.  |
