When it comes to length do you measure the upper side to the pelvic bone or the under side to the ball sack?

It's always the upper side of a cock that's measured, from the point where it leaves your pelvic bone or, if abdomen protrudes - it's only fair to measure the usable length, protruding outside of any flesh.
