It's sexual assault to touch someone intimately without their consent. It's going to be very hard to be confident of consent in this scenario. Unless a woman downright asks you to, or grabs your hand and puts it on her, probably best not to risk it, I'd suggest.

To be fair to OP there have been posts in the fantasies and stories section where both men and women have been telling their stories. Don't know the exact content of the OP posting but I know one lady who did enjoy being touched by a stranger on a bus.
It was in the late sixties I I had to travel to London from Edinburgh on an overnight coach.
I was sitting alone and the lady was sitting a few seats infront of me across the gangway.
After a while, of her turning round and smiling she left her seat and asked if she could sit with me, being an 18 year old I of course said yes.
The rest of that 12 hour journey was one of the most enjoyable coach journies I have had in my life and ended with her inviting me to her friends flat.
Unfortunately I had to leave mid morning as I was booked in a studio and she had to leave in the afternoon to fly to Paris.
But we did meet in passing a few times later.

Okay, so we have one example from 50 years ago. And there's a bit of a difference in my mind between public transport and a long journey with people who you can end up talking to and building a rapport with.
Can you imagine having some sweaty minger stroke your neck on the tube? I'm normally self-controlled, but I would properly freak out and I don't know how I'd react. |

Yes, any situation where there is non consensual touching can be _iewed as sexual assault. However with dogging, people go there with the prospect of having fun. Going about your daily business on public transport, is not.
