It's quite simple to access, you just need an anonymous browser, such as TOR, and you're away.

It was originally developed by the US g'ment, ironically enough, as a way for democratic movements in authoritarian countries to organise themselves safely.

Most of it is innocuous but, as someone said, parts of it are given over to some sick and illegal shit.
