In answer to your question, yes, a flying carpet still has to obey the speed limit. I fell foul of this myself once, when I was caught doing 32mph on my Persian rug. Luckily they waived the fine and points as I was delivering Turkish Delight to a lady in need at the time.  |

The lady was in need of Turkish Delight and if I had given some to all the members of the public I passed on said magic carpet, it would have been much diminished in volume by the time I arrived at her palace. |

Technically you wouldn't get a speeding fine for this as it has no engine... And is propelled by Magic!!! |

Surely Bicyclists are liable for exceeding the speed limits and could be prosecuted? |

Bicycles cannot be done for speeding.
There is no requirement for them to be fitted with speedos, and therefore cannot be prosecuted for that offense as they have no way of knowing what speed they are doing.
However, there will be ways around this - reckless endangerment, due care and attention etc, some other shite they will drag up if deemed to be causing danger to themselves or others.
You can however be charged for drink driving on a cycle.
Whether or not you have a licence, points and fines will still stand, and i think - though not entirely sure - that you can be banned from cycling for the same offense.
(although not banned from cycling if caught drinkdriving in a car ?) |

You cannot get points on your licence or a ban for an offence committed on a bicycle. Nor can you be banned from riding a bike |

Nothing to do with having a speedometer, the reason a cyclist cannot be charged with sppeding is because cycles are not mechanicaly propelled vehicles, they are organically propelled.
Cyclists can and have been fined of cycling furiously (and that at sppeds less than 30mph. One was fined £120 in 1997 for cycling furiously he was cycling at 25 mph in a 30 mph limit |
