just drove on m60 passed j22, car on hard shoulder, and i thought he was looking underneath but he was kneeling on a prayer mat , praying to allah no doubt, never seen anything like it

Got to agree with you there. I'm all for everybody, whatever their belief system, practicing their religion (or atheism) but on the hard shoulder of a motorway?

Unacceptable and a genuine hazard. I'm sure some laws must have been broken?
