It can be awesome!
Only experience I had fucking in the rain as on a beach on the gulf coast of Florida the night hurricane Katrina blew over the Keys. Dark night, warm rain, howling winds and an amazing light show in the clouds... plus amazing sex with a gorgeous woman!!

I would love to do it over a car bonnet in the rain... Wet hair flicking everywhere as im being fucked hard from behind... Rain water drizzling down my naked body.. If we're talking about Morecambe sea front on an October day - no.
If we're talking a Mediterranean, sandy cove in September - yes.
If we're talking London, Trafalgar Square on a Friday afternoon - no
If we're talking Paris, just in sight of the tower on an early, warm, summers Sunday morning - yes.
If we're talking over the car bonnet in the CarCraft car park - no.
