Water. Nobody should have to pay for water if they don't go above a certain 'allowance' each month. I appreciate there are costs involved in purifying and delivering it to our homes which is why I would set a monthly free allowance.

I like to give used sanitary towels to historians and ask them which period it came from.

Babies nappies, Toilets, Toilet Cleaner, Soap , Soap powder, conditioner , shampoo , brasso , list is bloody endless ....... I'll join you on this one ...
