It really depends on what else they were wearing
If it was totally out of character with the rest of the clothes I would think odd
I would also think that if I was going to show the world I was owned by wearing a collar I would want something far more expensive and individual than a dog collar  |

i guess it depend on how obvious a dog collar it was. mine is quite a thick one but you can get some pretty dainty little ones.
I would feel self conscious wearing it in public as i am not a lifestyle sub, its just part of our sexual games. i have seen some very lovely day collars that people wear when out in public, they look like necklaces. |
