Would it be a fair guess to say that the suspected Oxfordshire arsonist has a slight grievance against certain parties?
If a job's woth doing it's worth doing correctly. Though i suspect had the Council in question observed that there may have been less of a grievance. |

Apparently, his grievance was being turned down for a planning application. I can only guess he thought the appeals process was too lengthy and burning down the council offices was much faster. |
