Do you shampoo before conditioning, or condition before shampooing?

For me it's shampoo then conditioner.

I'm using a conditioning shampoo that's meant for horses manes coat and tail, makes horses hair grow back after blanket rub has made patches on them! My hair has grown so much since I've been using it!
