A really basic one and very easy to use is photoblur. We use this a lot, it's a subtle editor and works just fine for us, saves nicely to your pics album on your phone too.

Avairy can spot blur. Most of them are the same and can do the same stuff - spot blurring, background blur. I've got a few editing app and mess about with them all
