Apple have very quietly implemented a policy of cancelling and returning purchased music in line with a European Directive on distance selling/buying. Applicable to all 28 bloc member states.
Apple say "If you choose to cancel your order, you may do so within 14 days from when you received your receipt without giving any reason, except iTunes Gifts which cannot be refunded once you have redeemed the code."
To do so, simply use the "report a problem" link and add details. In practice Apple will then delete any file from your account.
If this applies to I_Books, as it should, and if you time your purchases wisely (eg when going on holiday) and/or are a fast reader then welcome to the free Apple library.
