I don't think you'll find many women who have enjoyed, or would enjoy, being flashed at when going about their daily lives. Many would even feel scared or threatened.

You didn't specify you meant in a consensual, voyeuristic way. Your post doesn't imply that at all. The term flashing is used for the non-consensual, criminal act so may not be the best way to describe consensual exhibitionism, if that's what you mean to describe.
