I have sometimes seen races where the pacemakers were so far in front they decided to carry on running and won the race, lol. There is no rule that says they have to drop out, they can compete if they want to.

they have 'won' the london marathon by getting so close to the line but not crossed it and faded into the crowd and also the new york marathon so their ability is not in question

Paid for it usually and are often a shorter distance runner.
