India had been under some sort of colonial control since the 1500s. It is still a young country and economy.

The aid now buys access to trade and contracts this government wants.

I was listening to someone on the radio a few months ago about child labour and they pointed out that economies need to reach a certain level before child labour becomes a thing of the past. On the current trends India is still at the level Britain was when were sending children up chimneys and into the factories.
