The UK government are worried that penises are getting smaller. To find out how great the problem is they have asked all men with a penis smaller than 5 inches to put a white flag with a Red Cross on their car in order to identify themselves. |

I've just seen a car with 5 such flags. Does it mean the penis is exceptionally small or five small penised(!) men use that car?
