mobile phone coverage

could someone explain, in very simplistic terms, if the 4g rollout will improve coverage in an area that is currently not even served by 3g at the moment. having checked all the various mobile operator sites and Ofcom site, they merely state the usual 98% coverage target by 2017. i cant work out if that means it will improve the coverage in my area, or if currently underserved locations will remain in the 2% still underserved by 2017?

This different technology will have a varied range and penetration ability to previous ones. It would also depend on which transmitter sites are to be used. As alot are charging this at a premium, expect 2g and 3g to be under funded. Generally you would predict wider coverage, all being equal, but the networks will also compromise on capacity, not caring about missing some calls etc. You have really got to look at each operators plans in fine detail, though they will likely change. Coverage indoors may get better, but if the sites are over loaded, all service will suffer. The regulator generally appears light on control and action, so expect more of the same so they will promise much and deliver less.
