Ok youngsters, I'll tell you. It's a photo with text at the top & bottom. Usually a photo going about online that lots of people use such as Boromir & Condescending Wonka. You'll see them all over Facebook & stuff. The text is a comment on some situation or other & the photo implies the tone.
