For VAT purposes the courts in the UK have ruled it is a cake. It was created as a cake-style biscuit but as a biscuit it attracts VAT.

biscuits go soft when they go off and cake hardens. jaffa cakes harden....
they even made a giant cake sized jaffa cake to prove it's cakeiness...ergo, cake =) |

Its just THE BESTEST thing ever.
I'm not sure if its a kentish thing or a southern. But its loverly..honestly.
Iirc its a condensed milk and brown sugar ..heated then poured on a pastry base and cooled. Tastes so much better than it sounds. |
