Saw this last night....

The more a swimming pool smells of chlorine, the dirtier it is.

Basically, the smell you're smelling is chloramines, which is chlorine mixed with "contaminates".

Thats the reason why that in some clubs the jacuzzi makes your eyes feel like they are gonna fall out! Ahhh it makes sense now.

After being married to a pool engineer I've rarely gone in a public pool due to over chlorination and why you should shower before going in the pool and never wee in it as the contaminates are mostly wee, sweat, sunscreen, body oil, etc

If it's hurting your eyes get out quick

I have a friend who knows about hot tubs and the like and the problem is they never get cleaned out properly
