Beats me...how hard is it to wait and put it in a bin?
I live in the middle of nowhere here....literally.....walking down the drive the other day and some fecker had driven out and left their McDonalds wrappers on my verge!! |

twice this morning I witnessed it coming to work, first was a can, the second was a wrapper of some sort, how hard can it be to just leave it in the car till you get where ya going then bin the rubbish  |

No one to catch and fine them. Like any law, if it's not enforced it's meaningless and if it is enforced the punishment must serve two purposes. 1 to punish you for doing it, 2 deter others from doing the same. If any of those don't do it then again it's meaningless.
Take selling a goldfish to someone under 16, bet no one will do that again
