I've just found a brand new brown leather wallet (with nothing in it I might add). So that's now mine

No! You give it back - doesn't belong to you. Regardless of whether empty or not.
...this is one of those things that piss me off i'm sorry to say. No such thing as finders keepers. But, then again not everyone follows the same morals as me.

Take it to the nearest police station stating where you found it. If it's not claimed in three months it's yours.
Keeping is actually known as theft amongst the law abiding of the land.
Or put a note in the nearest shop window.
It's NOT YOURS just because you don't know who it belongs to. |

Why on Earth would I waste my own time handing in a wallet which has absolutely no identification and is clearly brand new? If it had a person's ID and correspondence in then yes of course
But what do you expect would happen? Shall I post a message on Missed Connections while I'm there? Don't be daft
