Could be anything, only a medical professional will be able to answer.
I would be more worried by the fact that you state in the op that you looked at it and wondered if it might be an STD or something, but then STILL chose to give him a bj anyway!  |

As for the lump, from the fab info and goggle a match has been found. It seems to be a sebaceous cyst, which can be removed. He could have it removed and i aint even going to bring it up as it's on his penis, his penis, no knife zone to all men.
