It used data , so long as you have wifi or have paid for a data abroad bolt on and not exceeded it it should be free

It's free for everyone who has the app, no matter where they are so there are no extra charges for messaging someone in a different country.

I used it in lanzerote on the hotel wifi so yep it's still free
