Over 4 million issued last year according to BBC London News.
Two boroughs set targets in their contracts and the companies then pass these on to parking wardens. They are saying it's not a target. Be careful in Camden and Ealing.
If the contracts are deemed illegal the lawyer on the piece says that it may be argued that tickets issued would also be illegal.
I've only ever had one incorrectly issued PCN but it took months to go through the whole process.

Last one was when I was parked in a multi storey car park in Bolton town center.
Ticket said I was parked contrary to parking restrictions displayed in a totally different street.
Visited the local parking office and got it squashed within a couple of days.
Bolton parking guys hide in waiting, for minutes to expire on tickets.

I think they all do the waiting somewhere just out of view. I always check that my watch has the same time as the ticket issue time, just in case.
