I'm not even convinced it has to be on a beach.
Getting one or other out for the purpose of feeding a child seems to be widely acceptable now and I doubt anyone would seek to secure a prosecution for going topless. Local cops might well insist you cover up but I doubt it'd go any further. |

dont think going topless in your garden would be seen as not having sexual content by your neighbours esp if they have kids |

The OP has already made it clear her garden isn't a suitable location.
That said, I struggle to understand why going topless in your own garden only has any sexual connotation in the UK. The rest of Europe - nobody gives a monkeys.
It might be because someone topless in their own garden identifies that sunbather as a 'real' person whilst rows of semi naked people on a beach are just that - rows of semi naked people.
Maybe page 3 is only acceptable 'cos it's a (mostly) anonymous person. If it were our sister/ daughter etc, it might be a different matter.
I still can't get beyond the situation where it's OK to get your boobs out in eg The Fat Duck (mentioned elsewhere) to feed a child and not OK to get them out in your own garden to get a tan. |
