Once iOS 7 is out in Autumn you can. I've been using the developer beta for a few weeks and it has call blocking.

Update! After trying patiently for hours last night, calling my new beloved phone all the names under the sun, calling myself a technical numpty it seems that the Nokia Lumia wont allow you to download a blocking app

Thanks for all your help and PMs and to _layfullsam for being my technical support! There are some lovely people on there Forums! Diolch

My call blocker is voice activated. When an unwanted number rings, I look at the screen, shout fuck off and my thumb automatically presses the red button.

The slidey up control panel is quite useful. Mostly the improvements are all visual more than functional for me. Oh, killing apps is much nicer, you just swipe them off the screen.

That sounds useful. At the moments it's all too easy to leave all the apps running
