Have very noisy sex in the garden. When they complain you could strike up a deal of each being quiet.
On a sensible note.. I dunno. Are they nice enough people you could ask them to keep it quiet?

if your concern of it do this
contact Environmental health / Report it to your local council. If its persistent then it could be that the dog is stressed / badly treated, hence why they havent bothered to do anything about it despite your concern. How does the dog seem normally...is it taken out regularly etc? Keep a note of when you hear it for a while so when you talk to environmental health etc you'll have identified a pattern |

ways to shut up a yappy dog
a) chuck a lump of meat coated with a mix of chilli powder and meths over the fence. Litt;e blighter will spend the next age drinking water so you won't hear a thing
b) invest in some decent ear defenders. it won't stop the dog yapping but the sound will be more muffled
c) if it goes on late at night then environmental health may be able to step in.
d) contact the RSPCA and say you think the dog is being mistreated.
e) if all else fails, a 12 bore has an amazing effect
