I believe its some of that 'modern music' that the 'Youth' listen to on their portable electric gramophone equipment.
'Milkshake' is a colloquial reference (according to Urban Dictionary) which refers to a woman's 'Sex Appeal' - or as we would know it - 'showing a little ankle'.
Bringing 'them to the yard' is a way for the 'Boys' to express their interest in said Lady through the admiration of her 'Milkshake' by crowding round the Alpha female. 'Yard' is a reference to any open flat area or may also be slang for 'Dance Floor', 'Hotel Room' or any other general meeting place.
In reference to 'having to charge' it appears that (within the context of the original lyrics) this is the protagonist of the song (who possesses said definitive 'Milkshake') offering to each other women how to enhance or magnify their own sex appeal ('Milkshake') for a fee.
It is unclear if this is a one-off fee, if there is a scale of charges or if there a guaranteed increase in 'Milkshake' by any specific order of magnitude.
Similarly there is no indication on course structure, if there is assessments, coursework submissions and/or final exam - or if a there is an accredited diploma at the end.
