"I would imagine that everything starts out as a theory, just the powers that be have decided to put "conspiracy " before it to take away it's credence. "
Starts out as hypothesis or conjecture. To become a theory requires independent verified evidence. |

UFO's' back in the days of Close Encounters of The Third Kind.
Where various governments were happy to peddle the UFO phenomenon. To cover up flights by experimental aircraft.
Though, have seen two UFO's one night having come back from the pub.  |
