It is EU legislation. Really. Dreamed up to prevent littering of discarded bottle tops.
It has backfired because the eurocrats surprisingly failed to listen when told that bottles and tops are different incompatible plastics and recycling of both would reduce as a consequence. And verily it came to pass, and the people did loathe it.
If you are pro recycling tear the top off before you bin it.
