A letter? Is this the 1960's? Just talk to them. Unless of course you're only on exchanging of pleasantries terms and not close but you fantasicise about them. If the latter, leave them well alone.

Our neighbours are all very, erm.....mature. But I'm sure they'd have lots of fun. We wouldn't recommend to the folks with dementia though. Consent and all that jazz

Exactly this. Baffles my why if you know them well and think they'd be receptive to sex with you.... just ask .... an anonymous letter is creepy.
