It's certainly "different" !

Yoshihiro Nishimura is the director, and he specialises in that genre of Japanese Gore/Horror B-movies

Low tech special effects. I remember as a kid in the 80s there used to be old trash monster movies on TV on a Thursday night.

Not sure if it counts since its more a parody of blaxpoitation films but Black Dynamite is really good. Michael Jai White also did a western with a similar character called Outlaw Johnny Black but not seen that yet.
