When does being cheeky turn to arrogance

It will always be in the interpretation that counts, hence being sensitive to others and their tastes. Arrogance will potentially not respect others to the same extent as your motivation to get what you want. So respecting boundaries and others is essential.
It partly depends on what you mean by being cheeky. If it's flirty, suggestive playfulness, it's going to depend on them, so you can take your cues from others.
Imposing anything on others could be viewed as arrogant. If you want something, it's fine to communicate and suggest. But often, it's about how people do things that can be less or more welcome |

I'd say time and place is the thing. You don't want every sentence coming out of your mouth to be a cheeky one as it's gets very old, very quickly and can easily put people off. So I suppose the difference is just knowing when to say things. |

Cheeky is when you take the mick a bit, but it's funny, not intentionally hurting anyone.
Arrogance is when you exagerate your own importance or self worth. It's often not just by what you say but what you don't. If that makes sense. |

You can be quietly confident without having to announce it all the time.
When someone has to reinforce that they are nice, genuine or kind it often means they are projecting a different image.
When someone has to reinforce that they are confident it's often a sign of insecurity and they need others to acknowledge their confidence.
That is often perceived as arrogance.
The loudest person in the room is often in reality the most insecure. |

When it comes to reactions it's more down to the person doing the assessment and even down to the mood they are in at the time. Many things are meant one way and received in a completely different way.
FWIW don't be a dick and even if someone thinks you are then that's on them not you. |
