Kensington Palace Gardens Shut to Cyclists and Pedestrians

Reports that the Crown has had to shut this road due so many near misses between cyclists, furiously riding, and pedestrians in case someone is seriously injured. Is is not reported if the biggest threat is from the cyclists or the pedestrians but a review is taking place. What's going on here guys? It's all over the news
