Sounds a bit odd asking to fully strip but I’m not an expert on spa treatments. I’ve never been asked to strip completely though, normally it says to your boxers or briefs is fine and the masseuse normally iterate the same when you go in. Obviously I know some prefer to go the full hog, out of preference and as far as I know they’re fine with that as your meant to be covered under the towel they’ve set out by the time they come back in, so it makes no difference as the towel should cover everything properly so they never see anything.
Then of course they do tend to adjust the towel a little as they focus on the back of your upper legs, it’s not intended in a sexual way though but to stop interfering with the movement and absorbing the oils.

I think you may have just read too much into the situation and it was just a normal massage that unintentionally gave you the wrong impression.
That said I did have one odd massage experience. As stated it said at the spa to wear boxers, however I wore my swim shorts over mine. I got asked to take the swim shorts off, which was fine. Massage was all normal till right towards the end when I caught them quickly lifting the towel to peak under while on my front. Now I don’t think it was intended in a sexual way or to perv at all. This was a very butch, built like a tank eastern German woman who definitely didn’t have a weak spot for me.
