Nudism is often seen as asexual. Even perving is frowned upon.
Everyone obviously sees each other and looks at each others bits but its quick polite glances, not stares. I reckon approaching the topless women would receive a terrible reaction.
If you want to enjoy it for the freedom and liberation public nudity can make you feel whilst being respectful of others, then i highly recommend it. And can suggest visiting spain for the biggest selection of beaches.

Use to go regular in my 20`s.
Just loved being naked outside and sunbathing.
If you`re seeing it has some sort of way to meet for sex,you might be disappointed 
it`s why some beaches have wardens now,usually because some men feel it`s ok to start touching themselves just because a woman is naked.It`s a tad creepy.
