Oooh, almost. I really had to think about this one.
I was going to say Anneka Rice because watching her crawling around from behind wearing a skin-tight jumpsuit every Saturday did something for me even though I was, what, 10 years' old?
But...no. It has to be Dawn from No. 73 - the woman who wore roller-skates in that Saturday children's TV programme (Google says it was Andrea Arnold).

Been mulling many of the candidates cited above but, Danica McKeller from the Wonder Years, 1000% yes! She really was first crush material right down to soppy adolescent hand-holding fantasies.
She was absolutely luminous in that show.
Would also add Tiffani-Amber Thiessen as Kelly in Saved by the Bell.
