I'd say a bit bigger Jack because a size 16 is usually around a 32/33 inch waist. You'd be more comfortable in a size 20.
Of course it depends on the styling. An elasticated waist would be a good easy option. I find that Marks and Spencer have a good sizing guide on their website, with detailed figures for bust, waist and hips, so have a look on that.

I buy loads of skirts from M & S sizes and they size 36"-38" as an 18 and 40"-42" as a 20. Go bigger if opting for a pencil skirt!! |
